The Serbian social dynamic might be very different from where you have lived before. Serbs are very social people, but they are social with their inner circle. They prioritize family and friends and often only add to their social circle through these existing avenues. This can make it hard to make local friends, but luckily, Belgrade is a large thriving city with many expats. There are multiple meetup events every week, and the best known events are listed here:
Language Cafe: Tuesdays at KC Grad

Honorable mention - Novi Sad Language Exchange: Thursdays at Radio Cafe
This event is not Belgrade, but it's not too far away. Novi Sad has just 1 long lived language exchange event, and it's held at Radio Cafe on Thursdays at 20:30.
